The proposed act seeks to regulate online gambling in the United States and
was proposed by Frank as a direct result of the much maligned Unlawful Internet
Gambling Enforcement Act (UIGEA).
Massachusetts Rep. William Delahunt will co- sponsor Frank's bill. He has
been known to criticize and oppose further restrictions on online gambling, and
also voted against UIGEA when it was passed through Congress a
year ago (attached to an unrelated ports security bill).
Frank introduced IGREA the House of Representatives in April. The proposed
will received a lot of publicity and support has now grown to 37 co-sponsors.
Overall the progress has been slow despite the efforts of numerous player bodies
and players themselves contacting their local representatives.
Frank has admitted that support has been limited but has also commented that
he does not believe the bill to be dead, but that it needs more supporters.
Meanwhile, life continues in the wake of the UIGEA, as many online gambling
sites still continue to offer casino, sportsbook and poker services to US
players. The DOJ has reportedly been in talks with Party Gaming and 888 Holdings
over pre-UIGEA gambling transactions. The companies have been cooperative but no
results of those talks have been made public.
