May 15 - In 2002 Senator John Kyl tabled a bill to the US parliament to effectively
outlaw online gambling in all forms for its citizens. The house rejected the
bill. However, the Republican senator from Arizona is back again and has made
his initial moves 2005 with the 2005 version of the Unlawful Internet Gambling
Enforcement Act.
It is quite predictable that Kyl will persist wit the financial measures of
previous years as he seeks to practically make it impossible for the online
gambling industry to allow use of credit cards, wire transfers and other banking
instruments that could be used by players to fund their gambling accounts.
Senator Kyl is a very experienced politician who knows how to influence and
manipulate the US legislative set-up to attain his objectives, and should never
be taken lightly despite previous failures to effectively kill off the industry.
He knows that racing, lotteries, Indian gaming and land-based casinos will all
look for exemptions that will allow individual states to to decide if they want
to legislate online gambling.
The new draft bill currently does not define any specify gambling activities at
this stage.
Kyl is a member of the Senate Finance Committee and although there are probably
more pressing issues, the scheduling of his Bill for a hearing could be on the
agenda. We will keep close tabs on this one.
